At first, you need to put aside 66 since you must use 2 bills (or notes) of $20, 2 bills of $10, 1 bill of $5 and 1 for $1. All the required notes make $66. Then you can make any adjustment with the 50c, 20c, 10c, 5c, 2c and 1c. People who like binary counting and all that stuff should be fine with this, they've just got to go decimal...
If you open my workbook, you can see my formula works. But it uses intermediate steps (in hidden columns) I am sure experts would not need. Like I need 2 or 3 tables to come up to the results otherwise I get circular references. Have you got anything around this?
