Just tried.

 

It works for me any of these ways:

(1) File-> Open (Show all files)

(2) Data-> External-> From Text

(3) Drag File onto Excel-> Text to Columns
All methods provide the text import dialog (or similar for text to columns).

In that dialog I:

(1) Step 1: Delimited for file type

(2) Step 2: Comma for delimiter

(3) Step 3: Click on problem column to highlight

(4) Text for Column data type

(5) Hit Finish

 

Tested with Excel 2010.
