Can't speak for the logic of what you are trying to do, but your
SUMPRODUCT has an extra " mark in it which is what is causing the
error. Try:

a = "SUMPRODUCT(--(" & rng1 & "=""" & "BEL" & """),--(" & rng2 & "="""
& "AAO" & """),--(" & rng4 & "))"
