Hi,
After deciding that this was impossible, an idea came to me while I was in the 
shower.
See the attached. B2 and B3 have data, so C2 and C3 should show the data entry 
date of 16 March 2011, no matter when the file is viewed.
If you enter data into B4, the current date should appear in C4, and should not 
change from then on.
I have only tested this in XL2003.
There are limitations and a couple of tricks.
Limitations:
In your original post, you talk about 'updating' the data in Col A. In this 
worksheet, the date will only change if the cell in Col A originally has no 
data. ie, if A5 is blank, and you enter some data there, B5 will show the 
current date. But if A5 already has data, and you just over-write it with 
different data, B5 will remain unchanged. To actually change the date, the data 
in the Col A cell must be deleted, then new data entered.
Tricks:
In the Tools / Options Menu, Calculation Tab, I've ticked 'Iteration' and 
changed the Maximum iterations to 1.
Also, Col B contains Conditional formatting to hide the erroneous dates of 
cells that don't have adjacent data in Col A.
Not sure if this any use to you, but it was an interesting exercise.
