The date display format is determined by the Personal Settings for the PC that opens the file (it is not stored in the file) that means, IF THE CELL IS A VALID DATE then you can have the PC you're using currently display the date as: DD/MM/YYYY, and then open the file on another PC and display it differently.
However, You must be using the "default" date format you set up in your Excel settings, and the dates must be actual Excel dates, not text strings that look like dates. If you format he cells to a different date format (like using right-click, format cells) then you are telling Excel to override he default and use a specific format. So, when you open it in France, it will still override the defaults.
