It seems that the code you posted is dealing with only one of the two
year columns you mentioned in your post. Give this code a try (after
modifying the constant COL2 to match the range for the second year
column) and see whether it accomplishes what you would like to see
happening:

Const COL2 As String = "AH13:AH85"

    Dim rng1 As Range, rng2 As Range
    On Error Resume Next
    Range(COL1).EntireRow.Hidden = False
    Dim c As Range
    Set rng1 = Range(COL1).SpecialCells(xlBlanks)
    Set rng2 = Range(COL2).SpecialCells(xlBlanks)
    On Error GoTo 0
    If rng2 Is Nothing Then Exit Sub
    For Each c In rng1
        Dim r As Range
        Set r = Intersect(Rows(c.Row), rng2)
        If Not r Is Nothing Then
           c.EntireRow.Hidden = True
        End If
    Next c
End Sub
