I tried the same, but my objective is not to allow users to use filter of
the cell A1, they may use any of the visible cell except A1

Please advise further

To lock only one cell from editing/filtering, try the following steps



   - Remove lock from all the cells by using Format->Cell (Protection)
   - Add the lock on A1 back by using the same procedure.
   - Password protects your sheet. From tools->Protection->Shett
