Agreed it's really poorly named. I think the idea is that if you enable it then it's as if the entire Discourse site becomes one huge mailing list that everyone is sending stuff to. I don't know why hardly anyone would find that useful. But, the method of "subscribing to mailing lists" in GNOME Discourse, is to add tags to your "Watched" list and tell Discourse to email you about all "Watched" items. IMO the way the GNOME Discourse site is organized is unfortunate: they created broad categories like Applications, Desktop, etc. Then they use tags to choose specific applications within them.
