No, because an IRC channel on GIMPnet IRC called #evolution has already existed for decades and has been part of the user documentation for at least a decade. No need for such proposals and more fragmentation. And that IRC channel is bridged to Matrix/Element for those who prefer an interaction concept not limited to text only.
