I'd vote for that. In fact it wouldn't appear to be hard to do. If Evolution sees that the replied-to message has the appropriate list headers, it could simply turn Reply-To-All into Reply-To-List, or just disable Reply-To-All. Diehards could still add recipients to the To: line manually if they wanted to, but I'd bet that almost no-one would do this without strong reason.
