Hi,
it looks like either the migration from the old version failed or did
not run at all. It depends how you restored the old version in the new
installation.
You can "fix" it by removing a folders.db file for the affected
accounts, thus it'll be recreated from scratch, but it can also mean
that you'll lose some information, which can be stored only there (for
example for the On This Computer account the message labels and similar
tags will be lost).
I do not see which account claims you this. Being it the On This
Computer, then the file is stored at:
~/.local/share/evolution/mail/local/folders.db
Other accounts have it stored either under
~/.local/share/evolution/mail/
or under
~/.cache/evolution/mail/
