Yes "Listen for server change notifications" in the Receiving Options of the Mail account Properties is checked.
I have initiated a "Refresh" of the calender, no change. An appointment created in Evolution shows up in Outlook and if deleted in Evolution disappears in Outlook. An appointment created in Outlook shows up in Evolution and if deleted in Outlook disappears from Evolution. An appointment created in Outlook and deleted in Evolution gets deleted from Outlook. However an appointemnt created in Evolution and deleted in Outlook does not get deleted from Evolution. An attempt to delete it results in Cannot remove calendar object: The specified object was not found in the store., The process failed to get the correct properties. Are you able to see if you can replicate this behaviour?
