Top-posting means inserting your comments before the quoted text. It's the default behaviour in many email clients because Microsoft started doing it in Outlook a long time ago, ignoring the existing standard practice. It's a poor choice for mailing lists because it leads to difficulties when reading long threads with multiple contributors. Note that it's also recommended practice to quote the specific text you want to comment on, which I see you haven't done in this case.
