        Hi,
how does the application know that it can or cannot? From the past
"experience"? I hope not.

Similarly, how would the "WHEN POSSIBLE" work? Just try it and if no
certificate for any of the recipients is found then send it
unencrypted?

That would upset many users, they enable automatic encryption for
security reasons, that they write to someone for the first time doesn't
mean to stop the encryption. It's better that Evolution tells you it
cannot encrypt, than to send unencrypted message silently, despite an
option to encrypt the message is turned on in the composer.
