That's weird. I'm running the same Evolution version (on Kubuntu 20.04), and I don't get that question. I don't see why there is a difference on our Evolutions. Any idea? Just checked, I also have "Format messages in HTML" unchecked in menu Edit/Preferences/Composer Preferences, in order to achieve new mails as plain text by default. Testing a bit, having the above option checked, keeps the html format when eg forwarding a html-type mail, but also means any new mail I create are by default html.
