In evolution exporting a number of mails to a mbox file does exactly that: generate a file with those mails. If you want to view them as if it was an account, you need to configure that separatedly: File → New → Mail account, and in Receiving Email choose either "Standard Unix mbox spool file" or -probably more useful- "Standard Unix mbox spool directory". This way you can create a new account which loads a mbox you previously exported. Or, rather than going through that separate step, you could add the account first and then move the mails there.
