Not directly. You could configure the account to use a local Sendmail rather than direct connection to the SMTP server, though you may have to create a new account to do this as the sending option for existing accounts can't be changed from the Evo GUI. Then configure the Sendmail to somehow delay sending messages until they are N seconds old (I don't even know if Sendmail can do this without hacking it).
