I would also try to run evolution from a terminal and watch what will
be printed there, if anything. It seems like some sort of issue with
gsettings or DConf, but I can be wrong. Or, maybe...

These are allowed only for locales, which support it. Try to run
evolution from a terminal like this:
$ LANG=en_US.utf8 evolution
then the interface will be in English and the GUI will let you change
the time display between 12h and 24h. Your (German?) locale may not
support it, thus the options are disabled.

This might be a different thing, the reason why I'd suspect a problem
with gsettings or DConf. Maybe the keys are advertised as read only,
instead of writable, for some reason.
