One could define a maildir [local] account at a path, move messages in and out, and then zip [or otherwise archive] that path. putting the messages back would be as simple a extracting that archive to the specified path. Unline MBOX [single file] maildir will let you have a folder hierarchy. I'd point out that the Archive feature is built into Outlook in large part due to Outlook's very brittle Postoffice Box architecture.
