I had no problems for the last months using Evolution 3.28.5 and
several IMAP accounts simultaneously.

What does "lock up" mean? That the user interface is unresponsive for
minutes? Something else? The "adding the account" action itself? If
not, after which actions does it "lock"?

Workaround: Don't send/receive mail manually, by setting "Check for new
message every X minutes" for your mail accounts.
