it surely cannot be disabled. When the OAuth2 token expires and it
fails to refresh it for whatever reason, the user is asked to re-grant
the permissions to be able to keep using the application.

There can be forced token expiration by changes on the server, but I
doubt any such thing happened (otherwise everyone using the secrets as
you use would be affected). The evolution-data-server and GNOME Online
Accounts do not change their keys often (or at all, as far as I know).

My Google account configured within evolution does not exhibit this, I
do not recall when I saw the re-grant dialog the last time. Though it's
true, my usecase is quite different from regular users.
