Hi,
it sounds like you have some kind of filter applied in the Contacts
view to me. The first and obvious suggestion would be to get more
recent version, as 3.18.x is ancient (current stable is 3.24.3), but
let it be alone. Also because I didn't notice any directly related fix
in the WebDAV backend (fixes can be elsewhere too).
Try whether not using the Contacts view will work better, for example
with File->New->Mail Message, click the "To" button, then select the
CardDAV book and eventually type something to search for in the Search
field.
