14.04 is a LTS, long term support release. The aim of a LTS release is to support bug fixes regarding serious issues, such as security wholes, but to stay with software versions when ever possible, to grant steadiness for the package dependency chain and also for the work flow. A company unlikely wants to train employees after each upgrade. End of life of 14.04 is August 2016, in the meantime 15.10 was released and the new LTS 16.04. AFAIK a default Ubuntu LTS install will automatically recommend to upgrade to the next LTS, as soon as the first dot release is available, IOW when 16.04.01 is officially released, likely in 2 or 3 month. The version of Evolution for 16.04 is 3.18.5.2 and FWIW the GNOME environment is version 3.14. For Ubuntu 14.04 the version of the GNOME environment is 3.8. Apart from the above mentioned, Ubuntu's upstream, Debian, is at 3.20.3, but take a look at the tracker, near the right bottom, there the latest Ubuntu version is mentioned, it's 3.18.5.2, available by the Ubuntu development release. There are several issues, the LTS approach + the LTS is close to the end of life and the dependency chain unlikely allows to provide a newer release of Evolution, even if there would be a serious security whole and the release wouldn't be close to it's end. I suspect there's no chance to get a backport or PPA providing 3.20.3 for Ubuntu 14.04.
