Before filing the bug I attempted to reproduce the problem using gpg from the command line, and the error message is similar to the one you got. Then I tried doing it with Evo to a non-existent address, and again I got the correct error message. Same with a real address without a public key in the keyring. This is absurd. In my previous testing I had logged out and in again several times so it doesn't look like anything to do with my desktop session. Now I'm starting to wonder if I've strayed into a parallel universe ...
