Unfortunately not, except of not having the GAL setup as the default
address book and do not use that dialog for contact picking. I
understand it's not always possible.

That means that the OAB URL from the previous tab points to a wrong
place or the server redirects into an inexistent place.

Different view, different sorting, different behavior. With a specific
sorting you can get that freeze as well:
