Thank you for your message.  Apparently I do not know how to drive 
evolution 3.16.0.
Two questions:
1.  How am I suppose to use "folder override has precedence over 
recipient override/"
2   When I try to use "Use for folders" and "Use for recipients" 
nothing happens.
Documentation of these features seems to refer to e-mail clients 
other than current and recent versions of evolution.

You can set rules in: Preferences -> Composer Preferences -> Send
