I'm going to say "me too" on this issue. When I first started using Evolution about a year ago, I was using version 3.8.4 under Ubuntu 13.10 and had no problems with automated mail checking. Then I did a fresh install of Ubuntu 14.04 (LTS), with an upgrade to Evolution 3.10.4, and my automated checking stopped working. I have now switched to Xubuntu 14.04 (LTS) also with Evolution 3.10.4 and I'm convinced the same issue persists. I wanted to find the time to analyse this myself -- including looking at the logs on the mail server to see if the issue might be there -- before seeking help on the list, but I have not yet and so I'm piggybacking on Ulrich's timely post. I have two POP and three IMAP accounts configured. I have no problems with the POP accounts. The three IMAP accounts are on two different servers. Two are on a Courier server (which is, admittedly, getting old) and one is on a relatively new Dovecot server. The servers have not changed between the time I was using 3.8.4 on Ubuntu 13.10 and now using 3.10.4 on Xubuntu 14.04. I find that the in boxes of the IMAP accounts generally (but not always) do not refresh unless I switch to another folder and then go back to the in box ... which is tedious at best, considering I have them configured to check every few minutes. Clicking the "Send/Receive" button results in [1], where the POP accounts (on the same older Courier server as two of the IMAP accounts) finish checking quickly, but the IMAP accounts just sit there forever. As I say, I'm not 100% convinced that Evolution is the problem -- as I wonder if the IMAP servers might be the issue, or at least part of the issue -- which is why I haven't asked about this yet. But if I can provide any additional information that would address Ulrich's issue, as well as mine, I'm open to trying to find the time to do so.
