Supposing that it's a plain text message, it doesn't seem unreasonable.

The message is in quoted-printable. The =0A represents a \n (just as =E4
is ä ina a iso-8859 variant). The = means "this is an artificial line
break, join this with the next line"

Probably because by adding the leading >  now the line should break
earlier (actually, there's no *need* to do that, the line could b eup to
998 bytes, but the MUA thinks it's a good idea).
