You do realise that 3.11.x are development releases? And 3.11.3 is an old one at that - the current development release is 3.11.90 and the stable release is 3.10.4. In any answer you get you will most likely be told to upgrade to the most recent development release to see if it fixes it. If you are going to play with non-stable versions, you really must use the most recent one and keep updating as new releases come out. If you don't want to do that then you should stick to the stable ones.
