Do not expect webkit download on evolution's project page. For that is webkit's page. GtkHTML is "maintained" by the evolution team, which is the reason why you see it on the evolution project page. Imagine webkit as glib, gtk+, libsoup, ... dependencies, evolution team does not offer those downloads on that page as well.
