Evolution 3.8.2 was released on the openSUSE GNOME 3.8 repo. I pulled it and not have Evolution 3.8.2 The behavior of drag-to-pdf has changed, but it still doesn't work. Now I get a valid PDF, with a "Page 1" at the bottom, but nothing else.
