I think this cannot be achieved through ePlugin. But we are planning to slowly get rid of ePlugins, so it wouldn't be the best approach anyway. There are two possibilities: either make the certificate viewer extensible and write an extension module, or just build it into Evolution directly. I myself think that making the UI extensible is pointless since nobody else would ever use it, so it could probably go into the certificate-viewer directly.
