I am using version 3.4.3 of evolution.  I tried dragging in the
evolution display and it didn't work.  But then I looked at
Edit>Preferences, and I noticed that it said I could reorder the
accounts by dragging and dropping.  So I tried it, and it worked.

Thanks for the suggestion, which led me to look at Preferences.
