Ubuntu will automatically provide updates for Evolution. If, like Patrick suggested, you mean upgrade from 2.26.1 to 2.28, then the answer is no. The reason for that, is that packages in an Ubuntu system depend on one another. So if you upgraded Evolution, then you might have to upgrade another application, etc. This might cause some conflicts. You can do it manually though, but it does require some effort and I wouldn't recommend it to a new Ubuntu user.
Upgrading Ubuntu, however, is easy. Once every six months, Ubuntu releases a new version, including the newest version of Evolution.
