I am stuck in evolution 2.12 because that is the latest version distributed with RedHat EL5. In that version, the setup of these buttons is in /usr/share/evolution/2.12/ui/evolution-mail-message.xml. I was able to delete the junk button and make other changes--it is sort of intuitive if you read the file carefully (and I know nothing about xml except what I see there). I suggest you play with it and try to get the effects you want. Of course, if you have a different version of evolution, this file may have been moved (try changing the "2.12" in the path name above to the version you have).
