Because the web is essentially a read-only medium - the web calendar
just downloads an iCal file from a web site - that is all.  It's very
good for things like google calendars.

What you want to do is publish your calendar - for that go to
Preferences -> Calendar -> Calendar Publishing.  That uses various
different techniques for getting an iCal file onto a server - including
WebDAV.  You then initiate a write of the iCal file using Actions ->
Publish Calendar Information.
