I just set mine up (2.12 on Kubuntu Gutsy) and it seems to work ok.
Scan all folders takes a while so I may change my settings.

I have had the interminable "send and receive" window in other
situations.  The guilty party was usually a password request or error
window buried under the rest of my other windows but not showing up on a
window list.  When I close that, Evolution continues on its way.
