I tried with the IP address and I get the same error message.

"We were unable to open this address book. This either means you have
entered an incorrect URL or the server is unreachable"

You should type IP address of server in which GAL is installed.
Which version of evolution are you using ?
Can you confirm if the problem you are facing is simillar to this
