Maybe this is a UI issue, but IMHO not an Evo issue. All non-accessible items in that toolbar are grayed out for me. The way this is handled is the duty of the GTK theme, AFAIK. GtkHTML correctly grays out HTML only items, which kind of highlights the ones working for text/plain, too. I believe most people don't use it, cause they aren't used to it, forget about it or just don't care.
