Sorry, I have never seen this 'OUT-OF-STATE' error. I did have troubles upgrading to this evolution version with the ';' which has been added, and that manifested as bits of my calendar not appearing, which sounds like what you see. I totally cleaned out my client and started again. That sorted my problem - but looses all local data.
