Elizabeth, I believe that permission has to do with the angular print management that is in its nascent form as additional interfaces are converted/rewritten to/in Angular.

I've edited print templates with CircClerk permissions. We have some custom cataloging permissions but was able to edit with our lowest cataloging permissions as well.
