It's not currently an option. The build team generates the release notes
via a combination of some automated git tools and manual labor. Andrea
and Jane have been the principal curators of the release notes.
It happens during release time and is included in the git commits for
that release branch. So, there are some git entanglements to consider.
I think the best way forward would be to create a Launchpad wishlist.
I'd include an example of what you're looking for in the request. And
someone might develop a feature for the build process to generate a CSV.
I think it's a fine idea.
