It appears the *real* reason is that Tesla controls are *not* familiar to the average rental car user (but blaming it on EVs). When I got in mine initially (no help from dealer 20-somethings) with the controls stirred around and most everything is done through a laptop screen, I had to go to a Tesla friend who spent 2 hours with me - something the rental car company *won't* do. All controls must be in standard locations for a rental to work!
