In France, vehicle registration costs are based on the car's puissance fiscal, literally "fiscal [horse]power." The number is calculated from a formula that considers actual drivetrain power ih HP (surprisingly not KW), and the rated carbon emissions.
However, EVs get a total pass - registration is free. That's because EVs are considered a net gain for the environment, including in blunt economic terms. To wit: our neighbor's diesel Citroen Saxo makes the streets and buildings dirtier - requiring more frequent cleaning - than oiur Zoe does. However, in the US, governments don't seem to think about what EVs save the public in cost. They only consider how - GASP - they might slightly reduce tax take. Add to this the fact that some political fanatics seem to love beating up "woke folk" (gag) and you get taxes that punish you for owning an EV. "Tax Revenue From Gas Is Declining. Lawmakers Blame EVs" ... "transportation experts say it has been apparent since the 1970s that increased vehicle fuel efficiency would eventually shift that curve downward. "Nearly three dozen states have approved gas tax increases and additional fees specifically for EV owners over the last decade to offset revenue shortfalls ... "One way to save money, according to officials in Oregon and Utah, is to use vehicles´ existing GPS and diagnostic systems to measure mileage, rather than installing additional state-approved devices. "The key to getting auto companies on board with sharing that information is likely widespread adoption and pressure from states or a federal road-user program."
