The Gen2 Mobile Connector uses a Dallas/Maxim 1-wire digital sensor in the AC outlet adaptor to sense temperature, and also let the EVSE know which type of outlet it's connected to. If this serial digital signal doesn't reach the EVSE for whatever reason, it will limit amperage. One way to test is to try another adaptor.
The Gen1 used an all-analog system with a thermistor and a fixed resistor to tell the EVSE about the difference. Gen1 topped out at 40A, whereas Gen2 is only 32A max.
