Unfortunately, to the best of my knowledge, your 2021 Tesla and 2020 GM Bolt purchases do not qualify. The new incentive lifts those old 200k vehicle caps, but only going forward from 2023 Jan 1st and later purchases... Since Tesla, GM, And Toyota exhausted their 200k vehicle limits for the old incentives, any vehicle that missed out on the rebate at their time of purchase still does not qualify, there are no retroactive clauses as far as I can tell.
