Thanks for posting that link, Peri.  Interesting!  It confirms what Chip 
Gribben's research for EVADC found in the 1990s: that even when powerplant 
emissions are considered, EVs are so much more efficient than ICEVs that 
they're STILL cleaner.

Chip's review mentioned CO2 only in passing because in those days CO and the 
ingredients of photochemical smog - hydrocarbons and oxides of nitrogen - 
were generally considered more immediate threats.

This piece extends the analysis to CO2 and puts more emphasis on it, and 
also takes into account carbon emissions in EV and ICEV manufacturing.

Aside: I seldom watch television but I was in the vicinity of a set a couple 
of days ago, and was astonished to see a Chevrolet advertisement for their 
EV range on CNN.  There was a time when GM didn't expect or want anyone to 
buy their EVs, so didn't bother to advertise them.

     The primary purpose of the DATA statement is to give names 
     to constants. Instead of referring to pi as 3.141592653589793 
     at every appearance, the variable PI can be given that value 
     with a DATA statement and used instead of the longer form of 
     the constant. This also simplifies modifying the program, 
     should the value of pi change.
