I think you'd be safer to do something with the disk brake mechanism (on
most newer bikes).
You really need to tie regen to pressing the brake levers so that the
rider can immediately cut-out regen in an emergency. In other words,
regen would only engage when the brake lever is pulled.
Once you have it tied the the brake lever, could you add a pancake motor
to the disk and use that for regen ?
