Being that the only public access for an EV is a free-standing EVSE on private property that is regulated under ADA for physical access on approach to the station an accommodation would need to be provided for actual handling of the device, too. Physical barriers don't just mean removing of obstacles. If a person with a disability can't manage to operate the device then no accommodation exists. Bruce Wolfe I thought this was important.
