This article seems to be scarce on facts. First, as far as I know, no one has proposed or built a maglev that works by attraction. They always work by repulsion. As the author explains, that is essential for safety. It also means the system is self correcting.

As for static electricity, I don't see how that would work. You could have stationary levitation with static electricity, but to get motion, you need something that is changing. I believe that all maglevs todate use what's known as a linear motor. That is, the train contains fixed magnets and the track contains a "coil" spread out. But the analogy breaks down because the coil is really thousands (millions ?) of small segments and only those under the train are activated - and using power.

I think the maglev technology is exciting. I'm wondering what will happen to the excitement of travelling, though. Once you are in a closed tube, you can't really appreciate the actual travel experience. Even on the TGV in france, looking out the window is a pleasing experience.
